The Days of “Good Enough” Are Over

For years, many industrial facilities treated activated carbon as a necessary expense – something to buy as cheaply as possible and change as infrequently as possible. Those days are ending.

Across China and other major industrial regions, regulations on volatile organic compounds (VOCs) are getting stricter. And the requirements for activated carbon used in VOC treatment are becoming specific, measurable, and enforceable.

What the New Rules Say

In China’s Chongqing municipality, the “Technical Specification for Activated Carbon Treatment of Industrial Organic Waste Gas” (DB50/T 2041-2026) was issued on June 26, 2026, and will take effect on October 1, 2026. The standard covers furniture manufacturing, plastic products, packaging printing, industrial coating, pharmaceuticals, electronics, paint manufacturing, rubber products, shoe manufacturing, ink manufacturing, and chemical raw materials – essentially, any industry that generates VOCs.

Local governments are following suit. In Chaozhou, Guangdong, authorities have mandated that facilities using activated carbon adsorption must use qualified granular carbon with an iodine value no lower than 800 mg/g – and are explicitly prohibiting the use of low-quality honeycomb carbon. Similar requirements have been issued in Dongguan.

The message is clear: if you’re using low-iodine, low-quality activated carbon for VOC treatment, you’re not just treating your waste gas poorly – you’re potentially violating the law.

Why Iodine Value Matters

Iodine value is a measure of a carbon’s microporosity and, by extension, its ability to adsorb small molecules like VOCs. Higher iodine value means more micropores, which means better adsorption of volatile organic compounds.

The new regulations are effectively setting a minimum standard for what counts as “acceptable” activated carbon for VOC treatment. And that minimum is 800 mg/g for granular carbon.

This matters because the market has long been flooded with low-quality, low-iodine carbons that simply don’t perform well. They might be cheaper upfront, but they require more frequent replacement, generate more waste, and – most importantly – don’t actually remove VOCs effectively.

The Compliance Challenge

For many industrial facilities, meeting these new requirements will mean upgrading both their equipment and their carbon purchasing practices. It’s not enough to have an adsorption system – you need the right carbon in it, in the right quantity, replaced at the right intervals.

The new Chongqing standard specifies requirements for waste gas pretreatment, carbon selection, transportation and storage management, carbon replacement, adsorption device requirements, auxiliary facilities, and operational management.

In other words, compliance is about more than just buying the right product. It’s about having the right systems and processes in place.

A Word to the Wise

If your facility uses activated carbon for VOC treatment, now is the time to review your practices. Are you using carbon with an iodine value of 800 mg/g or higher? Are you replacing it on an appropriate schedule? Do you have documentation to prove compliance?

The cost of non-compliance – in fines, shutdowns, and reputational damage – far outweighs the cost of using high-quality activated carbon. Don’t wait until an inspector shows up to find out you’ve been using the wrong product.
